Senior Municipal Civil Engineer / Project Manager – Milwaukee, WI 

Position Description

Bloom is currently seeking a highly motivated senior level Municipal/Civil Engineer who is looking to be a leader in project management and technical review. This position requires you to work with a growing civil engineering group on a diverse variety of projects. Project work currently includes civil site development for new and redevelopment sites, grading design, storm water management (hydraulic and hydrologic design, certification, and permitting), sanitary and storm sewer evaluation and rehabilitation, domestic water distribution design, low impact development, and green infrastructure design.

Primary Responsibilities will Include:

  • Working with Bloom’s management team to:
  • Search for, vet, and pursue new and exciting projects and clients.
  • Develop marketing and business development strategies for the Civil Engineering group.
  • Identify resources and skills necessary to properly support the Civil Engineer group’s objectives.
  • Proactively managing multiple civil engineering projects simultaneously and ensuring the timely submission of high quality and accurate deliverables. This will include contract management, project scheduling and budgeting, setting project priorities and properly allocating staff and other resources to meet the objectives, and leading meetings with Bloom’s management team and external partners and clients.
  • Actively participating in the project planning and design process. This includes, data gathering and field investigations, developing design/feasibility studies, plans, specifications, cost estimates, and design reports.
  • Serving as the technical reviewer for all project deliverables and design calculations in the Civil Engineering Group.
  • Providing technical assistance and guidance to the Civil Group staff assigned to construction management activities; i.e. submittal reviews, requests for information, and processing change orders.
  • Providing and promoting mentoring opportunities for other staff members including cross training and succession planning.
  • Maintaining strong positive relationships with existing client and partnerships and fostering new relationships.
  • Performing other duties as assigned.

Position Requirements

  • 20+ years of overall experience in the engineering field
  • 5+ years of project management and client relation experience
  • 5+ years of managing staff and coordinating with management
  • 10+ years of strong technical municipal / civil design experience
  • Bachelor’s degree in Civil Engineering
  • Professional Engineer (PE) license in Wisconsin
  • The ability to:
  • Solve complex problems
  • Manage multiple priorities in a fast-paced multi-discipline environment
  • Demonstrate professional and mature judgment under stressful circumstances
  • Recognize potential project and design issues early and act quickly to properly resolve them
  • Adapt to constantly changing client requests, project schedules, staff availably, and management expectations.
  • Good communication skills and a proven track record in successfully interacting with clients and collaborating with internal team members
  • A valid driver s license with a good driving record

Preferred Additional Experience (Not Required)

  • Master’s degree in engineering, business, marketing, or other.
  • Professional Engineer (PE) license in other States outside of Wisconsin; or willing to obtain. (Minnesota and Illinois are the highest priority)
  • Additional certifications relevant to your area(s) of expertise and interest
  • Proficiency with software used in civil engineering design. This includes: Civil 3D or Microstation; Stormwater modeling software such as SLAMM, HEC-RAS, HydroCAD, C3D Storm and Sanitary extensions, etc.; GIS; Excel
  • Marketing and business development
  • Construction management
  • Knowledge of basic surveying principals
  • LEED certifications

Construction Project Manager – Chicago, IL

Position Description

  • Work as the point of contact for the client throughout the project
  • Monitor construction progress, quality and schedule
  • Process change orders
  • Collaborate with the architect and construction crew to ensure the project’s practicality
  • Inspecting and measuring the Contractor’s workmanship, materials, and methods for compliance with the contract documents
  • Oversee that all work is performed in accordance with approved manuals and procedures
  • Documenting inspection observations and measurements including summaries of labor equipment and material usage
  • Review weekly and monthly reports on the status and progress of the contracts, including project costs and potential changes
  • Construction scheduling, project budgeting and field supervision
  • Translate and implement project plans and special provisions
  • Complete required project documentation including progress payments and contract changes to achieve final project acceptance

Position Requirements

  • 15+ years of experience in construction management
