Scope and Limits of Construction Work
Bloom was responsible for the oversight of this $10.1 million, 1.3-mile reconstruction project. This multi-year project was an urban reconstruction that consisted of removing pavement, grading, aggregate base, concrete pavement, concrete curb and gutter, storm sewer, sidewalk, traffic signal replacement, signing and pavement marking, landscaping, and all incidental items. This project also reconstructed the intersection pavements of STH 11 & STH 31. Other features of this project included significant coordination with multiple agencies and adjacent projects, OSOW routes, and utilities. This project is located in a highly traveled east/west route in the heart of the Cities of Racine and Mount Pleasant. Special attention was given to project impacts to the motorists and businesses along the corridor.
