Scope and Limits of Construction Work

Project with funding sources from The City of West Allis received a Transportation Enhancement grant for the design and construction of approximately 4.9 miles of an off-road bike and pedestrian trail and on-road bike route. This project installed on-road bike route signage through the City of West Allis downtown district. The trail is being designed in accordance with Wisconsin Bicycle Facility Design Handbook. This trail provides a link between the New Berlin Trail at the westerly limits, the Wisconsin Department of Natural Resources (WDNR) Hank Aaron Trail (HAST) at the easterly limits, and a connection to the Milwaukee County Oak Leaf Trail.

Off-road segments run parallel through the We Energies utility corridor with a small section utilizing a permanent limited easement from Union Pacific Railroad. This HMA paved path has 3 at-grade crossings which were granted after conducting an Office of Commissioner of Railroads (OCR) hearing.

Bloom Companies scope of services consists of field surveying, preliminary and final design, an environmental report, hazardous materials phase 1 report, utility coordination, agency coordination, railroad coordination (including OCR hearing), railroad crossing reports, soils investigation and report, public involvement, project coordination meetings, right-of-way determination, preliminary and final structure design and Plans, Specifications and Estimate (PS&E) documents for construction.
