Bloom provided construction management services, including one project lead and field support staff, for this urban four-lane pavement resurfacing project along Bluemound Road/USH 18 from I-94 to East County Line Road. The project involved a Perpetuation/Resurface (RSRF30) improvement to extend the life of the existing roadway.
Work included removing four inches of existing asphalt, repairing unstable or severely cracked areas of the underlying concrete pavement, and placing four inches of new asphalt. The project also replaced existing trombone-style traffic signals at Underwood Crossing Parkway and 124th Street with modern monotube traffic signals. Non-compliant curb ramps were reconstructed to meet current ADA standards.
During construction, two lanes of traffic in each direction were generally maintained during daytime hours, with occasional reductions to one lane overnight or in early morning periods. Access to local businesses and residences remained open throughout construction, with only short-term driveway closures when necessary.
The project improved roadway conditions, upgraded traffic infrastructure, and enhanced accessibility along this heavily traveled corridor. Construction was completed over two years in two phases.
