Scope and Limits of Construction Work

Bloom Companies completed the construction management services for the CTH S project when the Wisconsin Department of Transportation (WisDOT) Southeast Region selected Bloom to oversee all construction activities for the project. The goal was to reconstruct the existing roadway into a 2-lane highway. The project was assigned a complexity rating of “high” which included multiple Stage changes and an addition of a winter stage not called out in the plans.

The project spanned 1.2 mile with the average annual daily traffic of 9,100 vehicles/ day. Construction oversight included co-ordination with the regional overseeing firm, City of Milwaukee as well as the State of Wisconsin. The project also included 2 at grade railroad crossings, 1,000 feet of divided median and several business along the corridor with access issues. The engineering design of this project presented several challenges, this project included, 1.2 miles of 2 lane concrete pavement, 2 major signalized intersections, storm sewer, electrical and water main work. The project also included urban landscaping plans where trees were planted in the median and the shoulder to beautify the landscape.

A unique challenge to this project was constructing the 2 at grade crossing, adding a railroad signal as well as maintaining access to the businesses. The time, budget, and performance goals of WisDOT were met by Bloom during the construction of this highway.
