Scope and Limits of Construction Work

The intersection of Racine Avenue and National Avenue was dangerous, with poor visibility and poor geometrics.  Traffic was growing, and was projected to continue to grow, causing congestion problems on Racine Avenue.  To address the problem, Waukesha County called upon Bloom Companies to find a resolution.  It was determined that a bridge needed to be constructed at the Racine Avenue and National Avenue intersection, and the roadway widened for Racine Avenue (2 lanes to 4 lanes) to improve safety, and allow Racine Avenue to handle increased traffic capacity.

Bloom completed the preliminary and final design of the reconstruction for a segment of CTH Y from just north of IH-43 to CTH I (Lawndale Drive), including a grade separation structure and retaining walls at the intersection of Racine Avenue and National Avenue.  Services included traffic analysis, design reports, extensive public involvement, environmental documentation, preliminary and final road plans, preliminary and final structure plans, preparation of Plans Specifications and Estimate (PS&E) documents for construction, and preparation of a right-of-way plat.
